TEAM PURPOSE: To build strong community awareness, active participation and ownership around solid waste management and recycling activities and reduce public health risks and environmental impact, contributing to a life with dignity for vulnerable people in the community.
JOB PURPOSE: Support the community in designated area to manage SWM provision and access to SWM services. Build capacity of adults and children to mitigate environmental related diseases and provide a link between the community and Oxfam's WASH/Climate justice programs, ensuring community have opportunity to input, participate and provide feedback on implemented activities. Build the capacity of Community Engagement Assistants to deliver a high-quality program that is responsive to the needs of the community at Area level.

DIMENSIONS OF THE ROLE
The community engagement Officer will be overseeing the CE Field Activities including management of CE Assistants to support SWM provision and activities in the designated areas. The CE Officer will be responsible for ensuring that community engagement activities are delivered as planned in close corrdination with other project teams.
KEY RESPONSIBILITIES
• Manage two community Engagement Assistant and more than 24 paid volunteers and their activities in the designated areas.
• Make local/district level stakeholders' analysis: community leaders, religious leaders, teachers, women group leaders, youth leaders, health workers, community volunteers and other NGO workers
• Develop map and profile of the community and their areas.
• Establish trusting relationship with local community members and Area level stakeholders
• Assess Community members' SWM and Recycling practices to WASH services and support the CE Manager to develop and adjust the activities based on the identified knowledge and practices.
• Assess the capacity gaps of community volunteers and local stakeholders and develop capacity building materials and plans and ensure capacity building successful execution.
• Identify key behaviours for promotion and intervention along with designing community engagement methods and communication materials targeting different audiences.
• Lead/support pretesting and piloting of communication materials.
• Identify local channel of communication with community members.
• Lead the activities of community engagement assistants in the assigned area.
• Develop monthly community engagement plans.
• Integrate community engagement plans with other Solid waste management activities and plans.
• Engage and mobilize communities to participate actively in the project activities.
• Supervise and conduct community consultation and gathering meetings with community and gather their feedback and ensure their feedback referred to technical teams for consideration.
• Identify and support youth and women to become leaders in their community.
• Identify gaps in implementation of activities.
• Participate in the recruitment and induction of new volunteers and take responsibility for tracking leave, sick days and TOIL (Time off in Lieu) according to Oxfam staff handbook for team members, ensuring all paperwork is completed.
• Ensure all paperwork related to payment of Cash for Work staff is completed in a timely manner with support from CE Assistants.
• Where required, attend Area level coordination meetings on behalf of the Community Engagement Manager.
• Manage the workload of other Officers during periods of absence.
• Liaise with procurement to ensure activities have the required resources in good time.
• Facilitate trainings for community engagement assistants and community volunteers
• Couch and mentor's community engagement assistants and community volunteers
• Collect data from community engagement assistant and community volunteers
• Prepare weekly and month reports for area of responsibility
• Identify and Prepare success stories
• Ensure that activities are reported and compiled using existing tools.
• Review data received for each Assistant and Area to identify trends or opportunities for SWM or community Engagement.
• Monitor and solve complaints received from the MEAL team and ensure these are managed within timely manner.
• Take forward any escalated or outstanding complaints from Community Engagement Assistants, including following up on any Community Engagement aspects of Oxfam's feedback tracking system.
• Support the district team in conducting periodic in-depth surveys and focus group discussions.
