Join a proactive team at the forefront of improving housing standards as a Private Sector Housing Enforcement Officer - Single Family Dwelling. In this role, you will carry out detailed inspections of private sector homes and houses in multiple occupation, applying the Housing Health & Safety Rating System (HHSRS) and the Decent Homes Standard. You'll manage complex casework from start to finish, including preparatory investigations, certifying works in default, resolving disputes, and overseeing the technical and financial aspects of enforcement actions, such as arranging interim and final payments.

You will play a key role in upholding housing legislation by preparing robust cases for prosecution and presenting evidence in court and Residential Property Tribunals. Your work will involve investigating service requests related to properties and occupants, assessing risks, and initiating appropriate regulatory action. This includes close collaboration with internal departments, external agencies, and other professionals to ensure effective and lawful outcomes.

Beyond enforcement, you will contribute to the development of the service by supporting and mentoring less experienced officers and trainees. You'll help shape best practice by creating and refining procedures and guidance documents, ensuring consistency, quality, and continuous improvement across the team. This is an excellent opportunity for a skilled professional looking to make a tangible impact on housing quality and community wellbeing.

Please note this role does not attract sponsorship.

About you

We are seeking a confident and capable Private Sector Housing Enforcement Officer - Single Family Dwelling to join our team, bringing strong communication and interpersonal skills. You will be adept at consulting, negotiating, and influencing a wide range of stakeholders, from professionals to members of the public, and comfortable presenting complex information clearly and effectively. The role requires excellent analytical ability, including inspecting and measuring premises, evaluating building tenders, and compiling detailed evidence and witness statements to support enforcement action.

You will be responsible for producing high-quality written reports that incorporate sound professional judgement and clear recommendations. Strong organisational skills are essential, as you will plan and manage your own workload and where required, support others to meet deadlines while working collaboratively within a team. Proficiency in IT systems is expected to ensure efficient completion of daily tasks, alongside a solid understanding of equality issues and how discrimination can impact service delivery and community outcomes.

Candidates should demonstrate in-depth knowledge of Local Authority enforcement procedures and bring significant relevant enforcement experience. Alternatively, applicants may hold professional registration with the Environmental Health Officers' Registration Board (EHO, EHP, or CEHP) alongside a degree or diploma in Environmental Health. The role requires flexibility, including daily travel across the Borough to conduct property inspections - sometimes involving access to lofts and roof spaces - as well as occasional early morning or evening work.
