INTERNAL VACANCY
Do you want to play a key part in delivering one of the UKs most ambitious council-led housing programmes in a generation? Are you interested in sustainable development and place making?
The City of York Councils housing delivery programme continues to receive national attention for its commitment to creating great new places to live that are inclusive, support healthy lifestyles and wellbeing, and strengthen Yorks neighbourhoods.
We are looking for an enthusiastic Housing Development Officer to join our team on a permanant contract to help deliver our projects.
You will work with professional and design teams, including some of the countrys best architects, to bring forward new neighbourhoods delivered through our strategic development partnership, ensuring they meet the needs of current and future generations. Our projects provide high-quality, sustainable homes for first-time buyers, growing families and people in later life.
You will join a highly motivated and supportive team and will have the opportunity to develop your knowledge and skills across many aspects of development. You will project-manage small to medium-sized housing schemes and support all stages of our larger projects, from inception and feasibility through to public engagement, design development, planning, procurement, construction and handover.
We dont expect you to be an expert in every aspect of development or project management. What matters most is strong communication, good organisation, and the motivation to learn and contribute. Training and support will be provided.
If this sounds like you, we would love to hear from you - come and join our housing revolution.
This role is suitable as a job share opportunity.
As this role is public facing, applicants will need to demonstrate, at interview, their competency to converse and provide advice and guidance to members of the public, in spoken English to CEFR level C2: Can express themselves spontaneously at length with a natural conversational flow, avoiding or backtracking around any difficulty so smoothly that the person with whom they are conversing is hardly aware of it.
Hybrid working arrangements are available for this role. Each role at CYC is different and your working arrangements will be determined based on the requirements of the role and in collaboration with you and your needs as part of the recruitment process. Your contractual location will be the designated council office for your team.
Please note, we do not have a sponsorship licence to sponsor individuals for visas to work in the UK, therefore we are unable to offer sponsorship for this role.
The Council is committed to investing in the talent and wellbeing of our staff and can offer a generous annual leave allowance, access to the Local Government Pension Scheme, comprehensive Health & Wellbeing initiatives and a reward package which recognises your contribution. We can offer flexible working practices, community engagement and volunteer activities and, as part of our commitment to you, promote continuous Learning & Development. In addition, we also offer a growing range of discounts, rewards and savings.
For further information or an informal discussion please contact Lisa Otter, Housing Development Manager, lisa.otter@york.gov.uk or on 01904 554211.
Closing date: Sunday 21 June 2026 at 12 midnight
Interview date: Week commencing Monday 29 June 2026
