M&E Manager

Position: M&E Manager within BDMS

Salary: £65,000 - £70,000

Contract Type: Permanent, Full-time

1. Job Summary

We are seeking an experienced and dedicated Monitoring and Evaluation (M&E) Manager to lead and manage the M&E work for the London Borough of Barking and Dagenham. The M&E Manager will be responsible for ensuring the effectiveness, efficiency, and impact of our initiatives by developing, implementing, and overseeing robust monitoring and evaluation systems. This role is crucial for evidence-based decision-making, accountability to stakeholders, and continuous improvement of public services. The successful candidate will have a strong background in M&E, data analysis, and a proven ability to work collaboratively within a public sector environment.

2. Key Responsibilities
  • Strategy and Framework Development:
    • Design, develop, and implement the organization's M&E strategy, policies, and procedures in line with public sector standards and best practices.
    • Create and refine M&E frameworks, including logic models, theories of change, and performance indicators (e.g., Key Performance Indicators - KPIs) for various programs and projects.
    • Ensure that all M&E activities are aligned with organizational goals and strategic priorities.
  • Data Collection and Analysis:
    • Oversee the design and implementation of data collection tools and methodologies (e.g., surveys, interviews, focus groups, administrative data collection).
    • Manage and maintain the M&E database, ensuring data integrity, accuracy, and security.
    • Conduct rigorous qualitative and quantitative data analysis to assess program performance, outcomes, and impact.
    • Develop and produce high-quality M&E reports, dashboards, and presentations for internal and external stakeholders, including senior management, government bodies, and the public.
  • Capacity Building and Training:
    • Provide guidance, training, and support to program teams and staff on M&E principles, data collection techniques, and reporting requirements.
    • Build a strong M&E culture within the organization, promoting the use of data for learning and adaptive management.
    • Lead and mentor a team of M&E officers or analysts, if applicable.
  • Evaluation and Learning:
    • Commission and manage external evaluations of key programs and projects, ensuring objectivity and quality.
    • Facilitate learning and knowledge sharing sessions based on M&E findings to inform program design and policy development.
    • Identify and document best practices and lessons learned from program implementation to improve future initiatives.
  • Stakeholder Engagement and Reporting:
    • Liaise with internal and external stakeholders, including government ministries, partner organizations, and funding bodies, to meet reporting obligations.
    • Ensure compliance with all M&E-related reporting requirements from government regulations and funding agreements.
    • Present M&E findings to a variety of audiences in a clear, concise, and compelling manner.
3. Qualifications and Experience
  • Education:
    • A Bachelor's degree in a relevant field such as Social Sciences, Public Policy, Economics, Statistics, or a related discipline.
    • A Master's degree or a professional certification in M&E is highly desirable.
  • Experience:
    • Extensive experience in a dedicated M&E role, including significant exposure to management or leadership responsibilities.
    • Demonstrable experience working within the public sector, a non-profit, or a similar environment is essential.
    • Proven experience in designing and implementing M&E frameworks, conducting evaluations, and managing data systems.
    • Experience with a range of data analysis software (e.g., SPSS, R, Stata) and data visualization tools (e.g., Power BI, Tableau).
4. Skills and Competencies
  • Technical Skills:
    • Expertise in M&E methodologies, including both quantitative and qualitative research methods.
    • Strong statistical and analytical skills with the ability to interpret complex data.
    • Proficiency in M&E software and database management.
    • Excellent report writing and presentation skills.
  • Leadership and Management Skills:
    • Proven leadership and team management abilities.
    • Ability to work autonomously and manage multiple priorities effectively.
    • Strong project management skills.
  • Interpersonal Skills:
    • Exceptional communication and interpersonal skills, with the ability to build strong relationships with diverse stakeholders.
    • Ability to communicate complex M&E concepts to non-technical audiences.
