Service Charge Manager

Working 36.5 hours per week
This is an exciting opportunity for an experienced Service Charge Manager to join Birmingham City Councils' Housing Management service to lead a new Service Charge Team who will be responsible for all tenant and leasehold charges across the city. Birmingham City Council manages over 6500 leaseholders and 59,000 Council tenants.
We are looking for an experienced Service Charge Manager with extensive knowledge in service charges for tenants and leaseholders. This role will be responsible for managing the service charge functions for the Council ensuring maximum income to the HRA, overseeing and developing new ways of working, embedding new IT systems, whilst working closely with various Housing teams and Finance. Experience working with property-related finances, especially in service charge accounting, is required. This role is both strategic and operational.

Key responsibilities:
- ensuring financial deadlines are met
- ensuring compliance within relevant legislation and service delivery to customers
- accurate calculation and reconciliation of service charges, responsible for inputting charges into the Housing Management System.
- collaborate on end-to-end process mapping and ensure proper controls are in place and strengthened
- advising senior stakeholders
- driving process improvements while supporting team development
- a thorough understanding of Regulatory and Legislation Requirements specifically for Service Charge accounting, the Landlord and Tenant Act 1985 and Section 20.
- manage a small team,
- provide expert advice to both service owners, budget holders, and customers
- work with auditors/finance as part of the service charge reconciliation process.
- ensure policies and procedures remain complaint with legislation and best practice.
- strong analytical skills with the ability to interpret complex financial data.
- a sound understanding of tenancy agreements and lease interpretation.
- respond to any complaints and queries from residents relating to service charges
- produce and review periodic financial reports for senior management
- review and optimize legacy data to support transparency and accuracy.
