Job Description Grade 6- £38058- £41442pa The Resident Services Team is responsible for assisting tenants to sustain their tenancies and encourage and facilitate their independence, quality of life, safeguarding and health and well-being on a wide range of issues including housing, welfare rights, personal finance, hoarding, tenancy management, mediation, life skills and the promotion of personal independence. We also develop an holistic picture of each resident so as to be the principal point of contact for other council departments in actively trying to resolve issues / blockages such as gas access, hoarding, tenancy fraud, safeguarding. The post holder will act as the principle point of contact for a local area, estate or patch or group of residents so that the environment and condition that residents experience is well maintained to a high quality. We are a highly motivated and high achieving team and we are looking for 2 additional Housing Officers with Tenancy Management experience to complete our busy team. The work is both challenging and rewarding you will charged with maintaining an excellent and seamless service by working with partners and other internal and external services. The post holder will report to the Senior Housing Officer providing services to our customers through the following key objectives: • To establish and maintain effective working relationships with all work colleagues to ensure a one team approach to the delivery of our services whilst meeting individual and team key performance indicators and targets. • To engage with appropriate internal and external agencies in agreeing and implementing support / action plans in providing a tenancy support service to new and existing tenants to sustain tenancies and reduce homelessness in particular; Neighbourhood Sustainment, Income Management, Adult Social Care and Children's Services and Mental Health to deliver a seamless service. Work and build strong partnership links with other agencies to include determining risk, providing support to include mental health cases, domestic violence, drug and alcohol misuse, disability to include attendance at multi-agency meetings. • Actively work alongside other Internal Departments to undertake casework regarding breaches of tenancy conditions including ASB, harassment, domestic violence, hate crime and nuisance to include attendance in Court. To work with key internal and external partners and stakeholders, demonstrating influencing and problem solving qualities in the delivery of excellent tenant and leasehold management services and the sustainability of tenancies and neighbourhoods. • To work collaboratively with the Income Team to tackle arrears and to support vulnerable residents. You will work within the Resident Services Team and have experience of working in social housing, tenancy management or similar public sector role, dealing with complex casework face to face and in writing, experience of developing relationships with wide range of local stakeholders and partners, providing good tenancy, housing and leasehold advice, best practice and compliance is desirable. <ul> <li> With a proven track record of successful multi agency working, you will be outcome focused, clear thinking and have excellent written and verbal communication skills. Home-based role with the need to travel to chair looked after child reviews and visit children. To provide an effective Independent Reviewing Officer (IRO) service for children in care, in accordance with statutory regulation, guidance, and Essex County Council procedures. To review the cases of children who are looked after as laid down in Volume 2 Care Planning, Placement and Case Review (England) Regulations (2021), and the IRO Handbook (2010). The statutory duties of the IRO are to [Section 25B (1), 1989 CA]: <ul> <li> Monitor the performance by the local authority of their functions in relation to the child's case. </li> <li> Participate in any review of the child's case. </li> <li> Ensure the wishes and feelings of the child are given due consideration by the authority. </li> <li> Perform any other function which is prescribed in regulations. </li></ul>The Independent Reviewing Officer's primary focus is to quality assure the care planning and review process for each looked after child, and to ensure that the child's needs, wishes and feelings are given full consideration. The review process should consider the child's assessed needs, and their progress, and will agree both long term plans and more immediate steps that will meet these needs and promote the child's welfare. The purpose of the review process is to ensure that the child's welfare is safeguarded and promoted in the most effective way while looked after by the Local Authority. The IRO role is one of practice expertise in the area of children in care and care planning and should be pivotal in driving forward Essex County Council's commitment to secure better and improved outcomes for children in care. The IRO should actively contribute to ensuring that Essex County Council fulfils its responsibilities as a 'corporate parent' for all children in care, by providing scrutiny and challenge to all levels of practitioner and manager within the organisation. Accountabilities <ul> <li> To ensure that statutory review meetings are held within the required timescales, and that all relevant family members, parents, carers and professionals are identified, invited to attend, and/or consulted fully in the process. This should take place in conjunction with the Social Worker responsible for the child and take into account the wishes and feelings of the child. </li> <li> To independently monitor the progress of the child between review meetings, ensuring the care plan continues to meet the assessed needs, and take action to convene a formal review when necessary. </li> <li> To communicate directly with the senior management team within Family Operations, when the Local Authority fails to meet its statutory obligations to children in care, especially where poor practice has contributed to, or increased, the risk to a child. </li> <li> To contribute to the development of strategic and corporate plans, ensuring effective representation of the issues relevant to looked after children, in order to secure better outcomes and continuous service improvement. </li> <li> To ensure that arrangements are made for children to access advocacy services, where this is considered appropriate and/or beneficial. </li> <li> To enable and support children and young people to access and make use of the authority's complaints and compliments procedure, as appropriate. </li> <li> To ensure that the appropriate support is in place for parents and/or carers to participate fully in the review process e.g. interpreter, advocate. </li> <li> To ensure that review processes are child-centred and maximise the potential involvement and participation of children, young people, parents and carers; mediating to resolve disagreements swiftly where necessary.
