Mileage will be paid from your base location at 45p per mile.

Purpose of the Job:

To provide effective management to housing management, ensuring that housing management functions are completed to a high standard and within regulatory and legislative requirements.

Key Responsibilities:

  • To ensure legal, regulatory and contractual compliance ensuring that all housing management functions are carried out within current legislation.
  • To provide effective management to housing teams.
  • Ensure effective housing management practices; responding appropriately to ASB, arrears, neighbour complaints and tenancy management. Ensure that all serious concerns are reported to the Housing Services Manager.
  • Ensure that safeguarding’s, incidents, accidents and near misses are reported and responded to timeously and appropriately.
  • To ensure that the service retains key performance indicators, addressing any barriers and poor performance against targets appropriately.
  • To be a point of contact for, and promote positive relationships within local communities.
  • Manage the collection of rents and service charges and respond swiftly and appropriately to any arrears.
  • To monitor, review and authorise the download and distribution of CCTV footage as appropriate.
  • Work in collaboration with the Health, Safety and Compliance Officer and Maintenance Operatives to ensure that properties are maintained to a high standard.

· To prepare and present a case to Court where necessary to represent Pivotal in any proceedings for tenancy breach.

  • To manage void turnaround times ensuring that void loss is kept to a minimum, and to liaise with appropriate partners to ensure minimum void loss.
  • To ensure that housing management functions are carried out in line with contracts / SLA’s / partnership agreements.
  • To provide advice to teams on housing law, and to recommend appropriate action to teams and the Housing Services Manager.
  • To ensure that sign-ups are completed within agreed time scales and that all associated paperwork is completed immediately and returned to the relevant teams.
  • To provide advice and guidance to teams in other geographical locations where required due to absence / holiday.
  • To participate in stakeholder meetings providing feedback to teams and other managers as appropriate.
  • Participate in on call out of hours service.

Leading the Team

· Recruit, lead, supervise, motivate and manage the team so that the service is delivered in line with Pivotal’s policies, procedures and ethos.

· Ensure that the team are trained and motivated to carry out tasks to the highest standard, carrying out regular one to one’s to ensure that required standards are met in line with agreed targets.

· Coach individuals and teams to perform to the best of their ability

· Give ongoing feedback on performance and effectively manage poor performance

· Carry out employee appraisals, identifying development needs and ensuring that training plans are written, actioned and monitored for the team.

· Manage disciplinary, grievance, harassment, performance and absence management investigations and processes for the team and assist in these procedures for other services where an independent manager is required.

· Implement Pivotal’s Health and Safety Policy and Procedures. Ensure that all practices are undertaken in accordance with ensuring a healthy and safe working environment and that all employees are aware of their responsibilities in respect of their role.

· Actively promote non-discriminatory behaviour to ensure equal opportunities for all. Challenge perceptions and behaviour and lead by example to promote equality and diversity at all levels within the team.

· Provide support and guidance to all team members

· Encourage the team to achieve a positive work / life balance

Education, Training, Skill and work experience

Essential

  • CIH Qualification at level 4 or above or suitably qualified through experience
  • Knowledge of housing law across tenures.
  • Experience of working with and supporting vulnerable people
  • Experience of Housing related court work
  • Experience of contract management.
  • Neighbourhood management experience
  • Knowledge of the challenges facing the housing sector.
  • Knowledge of legislation governing the housing and welfare sectors.
  • Experience of managing diverse teams and workloads
  • Able to travel independently and effectively throughout the company’s area of operation
  • Access to a car
  • Full driving licence

Desirable

  • Experience of working with those experiencing addiction and/or poor mental health.
