Homelessness
To lead and manage the Council's Homelessness Relief Team ensuring the provision of a quality comprehensive and pro-active housing advice and homelessness assessment service for all customers in order to prevent and relieve homelessness. Identify and meet housing need in the Borough.
  1. Management - Undertake line management responsibilities to the Homeless Relief Team including leading, motivating and coaching specialist staff. Carry out performance management duties including 1:1s, appraisals, disciplinary procedures, recruitment and personal development including the setting and monitoring of targets. Ensure Cheshire East policies regarding health and safety, lone working etc. are adhered to by all staff.
  2. Reporting/Monitoring - Ensure the Homeless Relief Team are meeting local, regional and national targets. Ensure accurate reporting of monitoring information including but not limited to returns to Government Departments, information for development of strategies, information for reports and service development.
  3. Legislation/Strategies - Take a lead in ensuring the implementation of any new legislation/guidance and initiatives within the prevention and relief agenda, whilst identifying areas for service improvement and improve value for money delivery. Lead on the implementation of relevant strategic aims including but not limited to the Homelessness Strategy and the Housing Strategy.
  4. Representation - Attend and represent Cheshire East Council at case conferences, meetings and other events where cases are complex, chaotic or unstable accommodation will lead to public protection issues.
  5. ICT Systems - Contribute towards the development, design and procurement of appropriate and effective ICT systems to ensure the delivery of a comprehensive homelessness prevention and relief service.
  6. Partnership Working - Ensure partnerships with external agencies are formed to maximise the effectiveness of the service, and to promote a good overall understanding of housing options, homelessness prevention and housing advice whilst contributing to the creation of settled and sustainable communities.
  7. Reviews - Carry out reviews of cases/decisions in line with the current legislation. Investigate issues raised in relation to FOI requests, MP enquires etc. and provide timely, accurate, legal and appropriate responses.
  8. Out of Hours Service - Ensure the effective operation of the out of hours service.


This is an exciting opportunity to adopt an established and effective team and to lead a creative service to further successes. Cheshire East has an excellent record in homelessness prevention and relief, exceeding the national average in successful outcomes. There is a strong management structure and a supportive team around this service to give the successful applicant every chance of continuing our progression.

It is a busy but well resourced service, the Homelessness Prevention Grant the service receives is well invested in delivering housing resources to support the duties owed. We are a friendly and interactive team who look out of each other and seek to champion success.

Applicants with a strong working knowledge of the the Homelessness legislation and experience of managing a team would be most sought after but there is also the opportunity for personal development and training if you have strong team management and inter-agency skills in a public service environment but lack the working knowledge of the legislation. Applicants without a strong working knowledge of the legislation must be able to demonstrate an aptitude for learning and a good understanding of the basic legal framework in homelessness.

The successful applicant will have experience of managing or supervising a team in a busy public facing environment.

The team are split between Crewe and Macclesfield so a car is essential to support all the officers, there will be some opportunity for home working also, we find this works well in both attaining a good work/life balance and also enabling focus on the administrative side of the role.
