The Housing and Homelessness Service is a very busy environment and faces several challenges to meet the housing needs of citizens of Coventry. The team have grown significantly during the last 12 months, and this reflects the fact that Housing & Homelessness are now a key council priority.

The team are responsible for the delivery of the following service functions:
  • Provision of the statutory homeless service
  • Provision of temporary accommodation
  • Management of the housing register
  • Co-ordination of support to citizens rough sleeping
  • Commissioning of homeless services, and
  • Responsibility for housing strategy
The Council has a strategic vision that is clearly set out in both the Homelessness and the Rough Sleeping Strategies which was approved in 2025.

By becoming part of an expanding team who are focused on preventing households from becoming homeless as well as providing tailored support and interventions when someone does become homeless this is a fantastic opportunity to make a real difference to some of the most vulnerable people in our city.
What is the job role?

We are seeking a Housing & Homelessness Team Leader to play a pivotal role in the effective delivery and continuous improvement of Coventry's Housing & Homelessness Service. Working closely with Housing & Homelessness Managers, you will provide day-to-day leadership, guidance, and supervisory support to frontline teams working across initial assessment, choice-based lettings and specialist homelessness prevention and relief teams.

This is a key operational role focused on ensuring high-quality, legally compliant, customer-centred services. You will champion early intervention, support staff to deliver positive outcomes, and contribute to a strong performance and quality assurance culture across the service.

This role is also an ideal opportunity for someone looking to develop their career into management, who has already demonstrated commitment to personal growth and professional development. You will gain valuable experience in supervising day to day service delivery, operational oversight, and service improvement while being supported to continue progressing your leadership capabilities.
As a Housing & Homelessness Team Leader, you will:

Provide leadership, supervision, and guidance to staff delivering frontline housing advice, prevention, and relief services.

Promote a culture of early intervention, ensuring all opportunities to prevent homelessness are explored, ensuring positive outcomes for residents.

Support operational management, including overseeing workloads, coordinating priorities, and maintaining high service standards.

Offer guidance on complex cases, ensuring legally compliant decision-making and consistent high-quality practice.

Monitor performance, quality, and customer outcomes, using data and audits to drive continuous improvement.

Enhance the service's quality assurance framework, identifying areas for development and supporting staff to improve practice.

Work collaboratively with internal teams and external partners, ensuring a coordinated approach that delivers the best outcomes for residents.

Lead and support staff development, including induction, training, coaching, and ongoing skills development.

Support resource planning, helping to manage team rotas and ensure sufficient coverage across the service.

Represent the service in multi-agency forums, strengthening partnership working and promoting the One Coventry approach.

Deputise for Housing & Homelessness Managers where required, providing continuity of operational leadership.

This post is exempt under the Rehabilitation of Offenders Act 1974 and requires a satisfactory basic DBS check.

Who are we looking for?

We're looking for someone with strong knowledge of homelessness legislation, who is highly motivated, with a commitment to early intervention, high-quality practice, and positive outcomes for residents. This role is particularly suited to someone who is ready to step into a leadership position, has a proven track record of personal development, and is looking to build a career in housing and homelessness services.

You will bring:

Strong leadership and supervisory skills, with the ability to coach, motivate, and support staff effectively.

Excellent interpersonal communication, enabling you to build strong relationships with residents, staff, and partner agencies.

A calm, confident, and solutions-focused approach, especially when dealing with complex or challenging cases.

Strong organisational and ICT skills, including confidence using systems, monitoring performance, and producing clear records.

The ability to analyse information, identify trends, and support continuous service improvement.

Experience supporting or supervising staff, within a housing or homelessness service.

Demonstrated ability to manage complex or sensitive cases, ensuring decisions are legally compliant and customer-centred.
