Job description

The City of York Council's Housing Delivery Programme is receiving national attention for its commitment to building great new places to live which are inclusive, healthy, and good for the environment. We are looking for someone to work with the Sales and Asset Manager to map all potential housing sites owed by the Council and carry out appraisals of these land assets to establish the most efficient route to delivering housing on the sites. You will lead on the sale of identified council properties and land assets along with the reprovision of new homes through acquisitions from the open market or through s106 purchases from the developer in accordance with the Council's emerging Disposals and Acquisitions policy.

This will include leading on asset disposals to Registered Providers and other organisations to increase the availability of affordable housing.

Working with compliant procurement processes to obtain development partners for major housing projects (with works values in excess of £5m)

The work will require keeping up to date with opportunities for grant funding to unlock unviable sites and make bid applications to support the delivery of housing in York.

You will need to develop strong working relationships with Registered Providers, community housing organisations, developers and funding bodies.

You will have a passion for quality and professionalism together with knowledge of the relevant legislation in relation to the purchase and selling of properties and other assets.

As this role is public facing, applicants will need to demonstrate, at interview, their competency to converse and provide advice and guidance to members of the public, in spoken English to CEFR level C2: Can express themselves spontaneously at length with a natural conversational flow, avoiding or backtracking around any difficulty so smoothly that the person with whom they are conversing is hardly aware of it.

Hybrid working arrangements are available for this role. Each role at CYC is different and your working arrangements will be determined based on the requirements of the role and in collaboration with you and your needs as part of the recruitment process. Your contractual location will be the designated council office for your team.
