About the role:

To support the Housing Revenue Account (HRA) undertaking a lead project management and contract management role to identify development and property acquisition opportunities and deliver new affordable homes as part of multi-million-pound projects county wide.

Leading and effectively implementing all elements of project management, working independently and as part of a team to coordinate and oversee the delivery of new affordable homes and ensure projects are delivered on time and within budget.

What you will do:
  • Working independently and as part of a team to lead and effectively implement all elements of project management and contract management within multi-million-pound budgets and specified quality and timeframes.
  • To be responsible for project and contract risk management, maintaining risk registers, cost trackers, payment processes, lessons learnt, and other documentation as required and to take appropriate action as part of the risk management plan.
  • Prepare and present reports for the Development Manager, Head of Service, Director, Portfolio Holder and present at the New Development Project Board when required relating to project status providing accurate information to inform decision making and governance.
  • To lead on communications and engagement in order to establish positive relationships with local politicians, community/town councils, local communities, project stakeholders, statutory bodies, Welsh Government, consultants, contractors and further suppliers in support of project delivery.
  • To undertake a lead role within the Council's procurement's policy and processes in the tendering and commissioning of new build consultancy and contracts.
  • Responsible for undertaking financial and design viability assessments, maximising access to grant funding and ensuring schemes achieve statutory design and regulatory requirements and can be delivered within budget and are financially sustainable.
