- Inspect private sector properties in response to complaints and proactive programmes, assessing hazards under the Housing Health and Safety Rating System (HHSRS).
- Investigate breaches of housing legislation, including disrepair, overcrowding, and licensing non-compliance such as Houses in Multiple Occupation (HMOs).
- Take appropriate enforcement action, including serving statutory notices, civil penalties, and prosecutions in line with the Housing Act 2004.
- Provide advice and guidance to landlords, tenants, and managing agents to support compliance and improve housing conditions.
- Prepare detailed case files, witness statements, and evidence for legal proceedings, attending court when required.
- Work collaboratively with internal teams such as Environmental Health, Planning, and Safeguarding, as well as external partners to tackle complex housing issues.
- Contribute to service improvement, policy development, and the delivery of local housing strategies.
Qualifications:
- Degree or equivalent qualification in Environmental Health, Housing, or related field.
- Professional membership such as with the Chartered Institute of Environmental Health (CIEH) or CIH is desirable.
- Profound knowledge of Housing Act 2004, Housing and Planning Act 2016, and landlord/tenant legislation.
- Understanding of HHSRS, HMO licensing, and the enforcement powers available to local authorities.
- Familiarity with PACE (Police and Criminal Evidence Act 1984) and evidence gathering for enforcement purposes.
- Capability to conduct detailed property inspections and risk assessments.
- Adept investigative and enforcement skills within a regulatory framework.
- Proficiency in interpreting and applying housing legislation accurately.
- Effective report writing and preparation of case files for legal actions.
- Strong communication and negotiation skills with landlords and tenants.
- Experience in private sector housing enforcement, environmental health, or regulatory services.
- Experience conducting inspections and applying HHSRS assessments.
- Experience with taking enforcement action, including issuing notices or civil penalties.
- Experience preparing cases for court or tribunal proceedings.
- Experience working within a local authority or public sector regulatory environment.
