About The Role
This is an exciting opportunity to lead Hounslow's leaseholder services as Leasehold Manager. The role will be available to start in January 2026.
In this role you'll be managing leaseholder service charge and major works billing, statutory leaseholder consultation (section 20) and services to leaseholders. This is a critical area of work as the Council must collect the income due to it as well as increasing leaseholder satisfaction. You'll have the opportunity to apply your leasehold knowledge and leadership experience and further develop your leadership skills in a challenging environment.
About The Team You'll Be Working In
The Leasehold Services team you'll be leading manages service charge and major works billing to leaseholders, section 20 consultation, and services to leaseholders. The team has recently taken over service charge collection and is building capacity and knowledge to do this effectively. In today's environment with pressure both on the Council's and leaseholders' personal finances, it's critical that we collect the income due to the Council while supporting our residents and being fair and ethical.
The team manages:
• Service charge and major works calculation and billing.
• Statutory leaseholder section 20 consultation.
• Monitoring and reporting on leaseholder income collection.
• Lease extensions
• Pre sale enquiries
• Lease enforcement
You'll have two Leasehold Coordinators reporting to you, who manage 3 or 4 staff each, and a Leasehold Administrator. You'll report to the Head of Home Ownership and Leasehold Services, part of the Housing Management leadership team.
About You
You'll be an experienced leader with a strong record of managing and improving services to leaseholders. You'll have extensive knowledge of leaseholder legislation and good practice, a record of achieving maximum income recovery through service charges and major works. You'll be able to engage with leasehold residents going beyond the requirements of section 20, understanding leaseholders' financial stressors and promoting a narrative around investing in people's homes. You'll have experience of working across all housing services to help them improve their services to leaseholders, influencing a "one team" mindset and making sure every team understands that leaseholders are their customers.
