About the role

As part of Bury Council's commitment to delivering high-quality housing services and ensuring compliance with leasehold legislation, we are recruiting a Section 20 Leasehold Officer. This role is central to managing the statutory consultation process under Section 20 of the Landlord and Tenant Act 1985, supporting the delivery of major works and long-term agreements across our housing stock.

Key Responsibilities:
  • Lead and manage the Section 20 consultation process for major works and qualifying long-term agreements.
  • Draft and issue statutory notices including Notices of Intention, Estimates, and Award of Contracts.
  • Liaise with internal teams, contractors, and leaseholders to ensure legal compliance and effective communication.
  • Maintain accurate records and documentation to support audit and tribunal processes.
  • Provide expert advice on leasehold matters, service charges, and statutory obligations.
  • Support the Asset Management and Building Safety teams in delivering safe, well-maintained homes.
Essential Criteria:
  • In-depth knowledge of leasehold legislation, particularly Section 20 requirements.
  • Experience in housing management, leasehold services, or property compliance.
  • Strong communication and stakeholder engagement skills.
  • Ability to interpret legal documents and explain complex information clearly.
  • Excellent organisational skills and attention to detail.
Desirable:
  • Relevant qualification in housing, law, or property management.
  • Experience working in a local authority or social housing environment.
