Principal Researcher - Homelessness and Migration

Grade: £49,282 - £59,113 progression framework

Contract: Permanent

Our expectation is that we will recruit at Grade 9 (£49,283 to £53,460) with the opportunity for the successful applicant to progress to Grade 10 (£54,495 to £59,113) through the progression framework process (see role profile) as the role holder develops in the role and can demonstrate their higher level of skills and experience. However, in exceptional circumstances where the applicant can demonstrate extensive experience from previous roles, we may consider recruitment at the entry point of Grade 10 (£54,495).

Your role:

GMCA is looking for an experienced research professional to deliver the organisation's homelessness and migration research programme.

The principal functional responsibilities of the role will be to:
  • Have overall responsibility for the design and implementation of the team's research programme supporting the Greater Manchester Strategy's (GMS) priorities in this theme area:
    • Achieving a sustainable reduction in the number of families and vulnerable adults in unsuitable temporary accommodation in GM
    • Ensuring homelessness prevention and housing advice is fully embedded as a core offer in 'Live Well'
    • Ensuring rough sleeping is a rare, brief and non-recurring experience
  • Oversee all work of Lead Analyst staff within the sub-team that falls within the homelessness & migration thematic area. Some of the recent examples of work the research team include the following:
    • An original 'spend analysis' research piece examining expenditure on temporary accommodation, completing in collaboration with all ten Greater Manchester local authorities - coverage here
    • A qualitative evaluation of Greater Manchester's Young Persons' Homelessness Prevention Pathfinder service, intervening in the lives of young people (aged 18-35) before they become homeless.
    • A quantitative evaluation of the Restricted Eligibility Support Service (RESS), commissioned to support those who are non-UK nationals with restricted eligibility to public funds, who are experiencing (or at risk of) homelessness.
  • Act as a thought leader in the development of homeless and migration research and analysis. This means that you will:
  • Operate in a strategy / policy / commissioning and delivery environment as a champion of evidence-based decision making - for example to support the development of a new GM homelessness prevention strategy over the coming 12 months
  • Cultivate opportunities for innovative research collaborations, maintaining links with academics / think tanks / 'what works' experts and building new relationships
  • Drive forward work to unlock new data streams and different ways of approaching difficult research questions - e.g. building on our work to date to establish women's and migrant rough sleeping census activity and analysis.

About you:

If you are passionate about using data, intelligence and research in an applied way to transform the lives of local people in Greater Manchester then look no further!

You will have extensive experience of research within parts of the homelessness & migration agenda and/or associated fields, along with knowledge and understanding of local and national policy in these areas.

You will have knowledge and experience of research design and research processes, including methodologies, analysis and evaluation (including qualitative and/or quantitative approaches).

You will bring extensive project and programme management skills.

You will have experience of staff management and development.

You will have experience in maintaining and strengthening relationships with a range of internal and external stakeholders, drawing on your excellent communicating and influencing skills.

You will also have a passion for building analytical and research confidence and capability while simultaneously creating conditions for innovation and a culture of continual learning.
