Shape the future of housing in East Riding

East Riding of Yorkshire Council is seeking an experienced and motivated housing professional to join our Housing Strategy and Development Team.

This is an exciting opportunity to play a leading role in developing the policies, strategies and evidence base that help shape housing delivery across one of the largest and most diverse local authority areas in England. From our coastal communities and market towns to rural villages and urban centres, you will help ensure that housing growth meets the needs of local residents both now and in the future.

Working closely with planning colleagues, registered providers, developers, health partners and other stakeholders, you will help drive the delivery of affordable housing, support vulnerable residents and ensure that our housing strategy responds effectively to changing legislation, government policy and local priorities.

About the role

Reporting to the Principal Housing Strategy Officer, you will lead and support strategic housing policy work across East Riding, helping to ensure that the Council delivers on its housing priorities and ambitions.

Key responsibilities include:
  • Developing, reviewing and implementing housing policies, strategies and action plans.
  • Maintaining robust housing evidence bases to support housing delivery priorities and strategic decision-making.
  • Monitoring emerging housing legislation, policy and guidance, assessing implications for East Riding.
  • Working with Registered Providers, developers and planning colleagues to secure appropriate affordable housing provision through the planning process.
  • Providing housing advice on planning applications, Section 106 agreements and pre-application discussions.
  • Undertaking detailed research, analysis and data interpretation to support policy development and service improvement.
  • Developing productive relationships with internal and external stakeholders, including health and social care partners, Homes England, Registered Providers and neighbouring authorities.
  • Preparing reports, briefings and recommendations for senior managers, elected members and other decision-making forums.
  • Managing policy projects from research and development through to implementation and review.
  • Supporting and mentoring colleagues, sharing expertise and contributing to team development.
About you

We are looking for someone with a strong background in housing strategy, policy development or a related field who can combine analytical thinking with excellent partnership-working skills.

You will have:

Essential
  • Degree-level qualification in a relevant discipline or equivalent experience.
  • Experience of housing strategy, policy development, research or programme delivery.
  • Experience of interpreting legislation, policy and guidance and translating these into practical solutions.
  • Strong understanding of housing, planning and affordable housing delivery issues.
  • Experience of undertaking quantitative and qualitative research and presenting findings clearly.
  • Experience of working with partners and stakeholders to achieve shared outcomes.
  • Excellent report-writing, communication and presentation skills.
  • Ability to analyse complex information and develop evidence-based recommendations.
  • Strong project management and organisational skills.
  • Political awareness and an understanding of the local government environment.
  • Ability to work independently and manage competing priorities.
Desirable
  • Membership of the Chartered Institute of Housing (CIH).
  • Experience of affordable housing delivery through the planning system.
  • Knowledge of supported housing and wider housing-related support agendas.
