Help shape the future of housing across the East Riding

East Riding of Yorkshire Council is looking for an experienced housing professional to lead our Housing Strategy Team and drive forward the council's strategic housing priorities.

This is a unique opportunity to influence housing policy and delivery across one of England's largest unitary authorities, covering a diverse geography of coastal communities, market towns, rural villages and growing urban centres. Working at a senior level, you will help ensure that local housing provision responds to the needs of residents, supports thriving communities and contributes to the council's wider ambitions for economic growth, health and wellbeing.

The role

As Principal Housing Policy and Development Officer, you will provide strategic leadership for the Housing Strategy Team, coordinating the development, research and implementation of housing policies and strategies that support the council's objectives and respond to national housing priorities.

You will:
  • Lead the day-to-day activities of the Housing Strategy Team and provide professional leadership across a range of strategic housing workstreams.
  • Coordinate the development, implementation and review of housing policies and strategies that meet local housing needs across the East Riding.
  • Lead on innovative housing initiatives and programmes, including partnership projects designed to improve outcomes for vulnerable residents.
  • Coordinate the preparation, monitoring and review of key strategic housing documents, including the statutory Homelessness Strategy.
  • Ensure that the needs of East Riding residents are reflected in policy development, service planning and bids for external funding opportunities.
  • Build and maintain strong partnerships with Registered Providers, health partners, social care services, voluntary sector organisations, Homes England and neighbouring authorities.
  • Monitor and interpret emerging national housing legislation, regulation and policy, translating these into practical and meaningful local responses.
  • Provide expert advice, reports and recommendations to senior managers, elected members and strategic partnerships.
  • Lead complex policy and research programmes, horizon-scanning activity and stakeholder engagement initiatives.
  • Support and deputise for the Forward Planning, Housing Strategy and Development Manager as required.
About you

We are seeking an exceptional strategic thinker with the ability to turn evidence, research and policy into practical solutions that improve outcomes for local communities.

You will have:

Essential
  • Degree-level qualification in housing or a related discipline or equivalent experience.
  • Evidence of continuing professional development.
  • Significant experience of housing strategy and policy development within a housing or local government environment.
  • Experience of advising senior officers and elected members on complex housing issues.
  • Strong understanding of the national and regional housing agenda and emerging policy developments.
  • Experience of leading cross-directorate and multi-agency partnership working.
  • Excellent communication, influencing and negotiation skills.
  • Strong leadership skills with the ability to motivate, develop and inspire others.
  • The ability to manage complex projects, competing priorities and strategic programmes of work.
  • Excellent analytical, report-writing and presentation skills.
Desirable
  • Professional qualification or membership of the Chartered Institute of Housing (CIH).
  • Project management experience.
  • Experience of working positively with housing developers and investors.
  • Experience of managing teams and delivering innovative housing solutions.
